Big year for Moyne Shire
MOYNE Shire Council has delivered on another huge year, investing in roads, infrastructure and community services while maintaining a strong financial position.
The 2025-2026 Annual Report, tabled at the October 27 Ordinary Council Meeting, outlines progress during the first year of council’s 2025–2029 Council Plan, with 69 per cent of its 128 actions progressing during the year.
Council invested $24.5 million in capital works, including significant improvements to local roads, while continuing to deliver the everyday services residents rely on across Moyne Shire.
Five of the year’s major road projects involved sealing works, and this included 1.6 kilometres of Hopkins Falls Road.
These projects form part of council’s ongoing commitment to improving local road infrastructure, helping improve road conditions and supporting the movement of residents, visitors, agricultural producers and freight throughout the shire.
Council was pleased to note that local road satisfaction also rose eight points, from 39 to 47 this year.
Council’s work, however, extends well beyond roads and construction.
During 2025–2026, 98.54 per cent of sealed local roads met the required condition standards, while 78.47 per cent of planning applications were processed within statutory timeframes, exceeding council’s target of 76 per cent.
Community health and wellbeing remained another important focus.
Participation in Aboriginal maternal and child health services reached an incredible 93.88 per cent, supported by collaboration with Kirrae Aboriginal Health Service and Gunditjmara.
Meanwhile, 59.22 per cent of kerbside waste was diverted away from landfill and toward greener avenues of disposal.
Together, these results demonstrate the breadth of council’s responsibilities, from maintaining essential infrastructure and managing development to supporting families, improving waste outcomes and delivering services across communities of different sizes.
The report also highlighted council’s financial position, recording a $6 million surplus, $22.9 million in cash and investments, and importantly, a position of no debt.
Council’s working-capital ratio was 231.15 per cent, proving its capacity to meet short-term financial obligations.
Mayor Cr Jordan Lockett said the Annual Report provided an opportunity to reflect on council’s progress and the great work undertaken to support communities across the shire.
“Council’s work touches almost every part of community life. The roads people travel each day, the services that support families, things that local businesses and community organisations rely on,” Cr Lockett said.
“While there is always more to do, this report shows the scope of work underway across Moyne and the importance of making responsible decisions about the services and infrastructure our communities rely on.”
The Annual Report provides an overview of council’s performance, achievements and financial position during 2025–2026, as well as its progress against the Council Plan.
